TH400 Governor Explained: How It Controls Shift Points

The TH400 governor controls shift points via centrifugal force and vehicle speed. Here's how it works and how to tune it.

What the TH400 governor does

The TH400 governor:

  • Senses vehicle speed via output shaft
  • Generates governor pressure proportional to speed
  • Signals valve body when to upshift
  • Combined with vacuum modulator to set shift points

How governor pressure works

At low speed:

  • Weights closed by springs
  • Low governor pressure
  • Trans holds lower gear

At higher speed:

  • Centrifugal force opens weights
  • Governor pressure rises
  • Triggers upshift at specific RPM

Combined with vacuum modulator:

  • Vacuum signal modifies shift point
  • Heavy load (low vacuum) delays shift
  • Light load (high vacuum) shifts sooner

TH400 vs TH350 governor

TH400:

  • Uses vacuum modulator + governor
  • 4 weight + 4 spring combinations possible
  • More tuning options

TH350:

  • Uses TV cable + governor
  • Different combinations

Common TH400 governor problems

Worn weights:

  • Wear at pivot points
  • Erratic pressure
  • Random shift behavior

Stuck weights:

  • Centrifugal force can't open them
  • Shifts too late or not at all

Broken springs:

  • Wrong opening point
  • Wrong shift RPM

Damaged governor gear:

  • Plastic gear strips
  • No governor function
  • No upshifts

Symptoms by problem

Shifts too early:

  • Light weights
  • Strong springs
  • Trans lugs

Shifts too late:

  • Heavy weights
  • Weak springs
  • High RPM in each gear

Erratic shifts:

  • Worn pivots
  • Damaged weights
  • Inconsistent behavior

No shift to 2nd or 3rd:

  • Severe governor failure
  • Broken gear
  • Investigate immediately

Weight selection

Stock TH400 weights:

  • Application-specific
  • Truck vs car combinations
  • 8-cyl vs 6-cyl considerations

Performance options:

  • B&M weights
  • Multiple combinations
  • Cost: $40-100 for kit

Tuning for application

Daily driver:

  • Stock weights ideal
  • Don't change unless symptom

Performance street:

  • Slightly lighter weights
  • Shifts at 4,500-5,500 RPM

Race / drag:

  • Lightest weights
  • Manual valve body often paired

Tow / HD:

  • Slightly heavier weights
  • Earlier shifts to keep RPM lower
  • Better MPG

Replacement parts

Stock governor assembly:

  • $80-150
  • ACDelco or quality aftermarket

Performance weight kit:

  • B&M, TCI, Sonnax
  • $40-100 for weights
  • More for complete kit

Replacement procedure

Tools needed:

  • Standard wrenches (10mm and 13mm)
  • Drain pan
  • Service manual
  • New gasket

Steps:

1. Drop trans pan, drain fluid

2. Access governor at rear of trans

3. Remove governor cover and gasket

4. Pull governor assembly

5. Inspect/replace components

6. Reassemble

7. Reinstall with new gasket

8. Refill fluid

Time: 2-4 hours

Vacuum modulator interaction

How it works with governor:

  • Modulator senses engine vacuum
  • Adjusts shift point based on load
  • Governor handles speed-based shifts
  • Both work together

Modulator adjustment:

  • Some have adjustment screw
  • Most are pre-set
  • Verify operation with vacuum gauge

When to replace modulator:

  • Wrong shift firmness
  • Fluid in vacuum line
  • Read our 4L80E vacuum modulator — different than 4L80E which doesn't use one

Beyond governor: shift kit

B&M shift kit:

TransGo:

Manual valve body:

  • Race only
  • Full driver control
  • $300-600

Pair with other TH400 upgrades
